Batwoman has referenced several active Batman foes in the Arrowverse, but Two-Face, one of the Dark Knight's biggest enemies, may not have even begun their villainy just yet. Since the Elseworlds crossover, which acted as a semi-setup for the Kate Kane-centered drama, characters from the Caped Crusader's mythology have been name-dropped across several of the shows. From references to the eventual visit to Gotham City as well as Easter eggs from several iconic villains, the Bat-verse has been integrated into The CW's DC franchise. Since the beginning of Batwoman, the nods and call-outs have only expanded as Kate (Ruby Rose) has become Gotham's new protector. While the majority of Batman's rogues' gallery has yet to make on-screen appearances, their activity has been touched upon.
Some of them are either locked away at Arkham Asylum (as showcased in Elseworlds) with others still operating in some shape or form. With season 1 heavily focusing on the conflict between Batwoman and Alice (Rachel Skarsten), only a handful of Batman baddies have popped up from Tommy Elliot (Gabriel Mann), otherwise known as the future villain Hush to the Executioner (Jim Pirri). Given the tricky situation with Batman on TV, due to Warner Bros.' tight grip on those characters for the big screen including Robert Pattinson's upcoming The Batman, it's unclear who can and can't appear in the flesh. However, with all the references to multiple foes, one of Bruce's biggest one may have just been established through Batwoman's recent episode.
In the 14th episode "Grinning From Ear to Ear," the plot revolved around Duela Dent (Alessandra Torresani), a murderer targeting social media influencers. While the character of Duela is best known as Joker's Daughter, the name Dent has a bigger meaning to one of Batman's most famous foes. During their research, Luke Fox (Camrus Johnson) references Duela's family history by naming her uncle Harvey. What stands out the most is the fact that Luke describes "Uncle Harvey" as a beloved Assistant District Attorney. Not only has Earth-Prime's Harvey not become the villainous Two-Face, but he hasn't gotten to the point in his career where he is a District Attorney.
It's unclear, however, if Harvey was always at this point in his life prior to Crisis on Infinite Earths which rebooted several layers of the Arrowverse canon. Given that Harvey is someone close to Bruce, before and after becoming an antagonist to the iconic hero, this is a significant deal for this version of the Bat-canon. Since Bruce has been missing for more than 5 years now, with Harvey still yet to become Two-Face, it confirms that he has yet to battle his former friend. While nothing has indicated that Harvey will be making an appearance any time soon, this does set up his Arrowverse debut, if Batwoman's writers want and can use the character. Similarly to Tommy, it becomes another connection to Bruce that Kate would theoretically have to take on, should he become his villainous comic counterpart.
With Batwoman having been renewed for season 2 already, there's the potential that he could come into the sophomore season following "Grinning From Ear to Ear." Given the view of vigilantes in Gotham City and the rest of the Arrowverse, Harvey could serve as a possible foe even before becoming Two-Face. The last proper live-action appearance Harvey did was on Gotham where Nicholas D'Agosto played a young version of the future villain for almost 2 seasons. Following this name-drop, only time will tell if Harvey shows up on Batwoman either later this spring or in future seasons to, down the line, become the Arrowverse's version of Two-Face.
